Who is your current cellular provider? Ok well a locked phone means that it can only be used with the specific carrier it was made for, in this case, T-Mobile. An unlocked phone means it can be used for just about any carrier. T-Mobile, Cingular, Nextel blah blah blah, etc. This phone is mostly like not unlocked if he only specifically purchased it used it for t-mobile.
The SIM card is only used for you carrier and cannot be unlocked like a phone.
A SIM card is removable card is the chip inside a GSM phone with information such as the user’s phone number, phone book as well as other information related to the subscriber. In all honesty this person shouldn't be selling/giving the SIM card with it because it contains his personal information and you could use it in such a way where you wouldn't have to pay for anything (that he would be billed for it).
If you buy this phone and dont have a SIM card with your current provider like Verizon or Sprint or Nextel, you will need to take this phone to them so they can make the right adjustments so it can be compatible with their network.
If you have a cell phone plan and a SIM card already all you'll need to do if you have T-mobile is slip your SIM card into this phone. If you have cingular and this phone is only unlocked for T-mobile you will need to take the phone to Cingular and have them unlock the phone for their network.

If you dont have a phone plan at all, take the phone and sim card to the provider you're going to sign up for sign up for a plan and if you're doing this, why don't you just get the phone from that company unless they dont carrier it?...
